Dr. Donald Wong, an internal medicine specialist, has been appointed medical director of the Out-Treatment Program for drug and alcohol abuse at San Gabriel Valley Medical Center. Wong is the former medical director of the alcohol rehabilitation unit at Pasadena Community Hospital.

Frank D. Gibbons III of Claremont has been appointed chairman of the ornamental horticulture department at Cal Poly Pomona. Gibbons previously served as assistant professor of horticulture, researcher and student adviser at Kansas State University.

Michelle Perrot, daughter of Mr. and Mrs. Chuck Perrot of La Verne, has been named the 1986 California Honey Queen by the State Bee Keepers Assn. Perrot attends St. Lucy’s Priory High School in Glendora.

Sandra Kersley has been named county librarian at Baldwin Park Library, a branch of Los Angeles County Library. She is the former county librarian at Pico Rivera Library.

Norman Dunn, director of the W. K. Kellogg Arabian Horse Center at Cal Poly Pomona, has received the President’s Award from the International Arabian Horse Assn. Dunn has served as director of the center for 21 years.

South Pasadena resident David W. Bryant has been named South Pasadena’s Distinguished Citizen by the Los Angeles Area Council of Boy Scouts of America.
