Police took so long before entering a Redondo Beach home last Sept. 27 after receiving a telephone call for help that three people were murdered by a man who then killed himself, it was charged in a lawsuit filed in Torrance Superior Court. Named in the suit filed on behalf of parents of two of the victims were the cities of Redondo Beach, Manhattan Beach and Hermosa Beach as well as the Los Angeles County Sheriff’s Department, which had a SWAT team at the scene. Attorney Douglas Jon Black said the suit will allow him to learn which law enforcement agency was responsible for the eight-hour delay. Upon going in, officers found the bodies of Phillip E. Bleuer, Gloria Padilla and Ricky D. Byrd, as well as that of Eugenio Ibanez. Police said Ibanez killed the others, then shot himself.
