A strike shutting down Golden Gate Transit service between Sonoma and Marin counties and San Francisco is planned for this morning. The strike by 323 bus drivers, the first since a two-month shutdown in 1976, is expected to affect ferry service from Sausalito and Larkspur as well as bus service. Toll takers and other unionized employees on the Golden Gate Bridge are expected to honor picket lines. The result would be congestion on the Golden Gate Bridge, U.S. 101 and in San Francisco. Talks between labor and management representatives and state conciliator Mike West broke off Friday evening. The dispute involves wage and fringe benefits and work rules in a new three-year contract. Carney J. Campion, manager of the Golden Gate Bridge and Highway Commission, said work rules changes that would permit more use of part-time drivers while reducing full-time drivers only by attrition are a major stumbling block.
