The head of the state Assembly Transportation Committee, Richard Katz (D-Sepulveda), declaring that Los Angeles motorists lose 103,000 hours a day in traffic congestion equaling a yearly loss of $250 million, said he supports a bill that would punish “gridlockers” by a fine up to $500 and a one-month license suspension. Police Chief Daryl F. Gates and City Councilman Michael Woo said they would also work to get such legislation passed by Jan. 1. The proposed bill would grant local authorities the power to prohibit motorists from entering either an intersection or marked crosswalk unless there is sufficient space ahead to get clear of cross traffic.
