Passing Lanes
Instead of refunding the tax surplus, why not use it to install passing lanes every five miles on all two-lane California state roads?
Anyone who has traveled these roads all over the state knows how frustrating it is to be behind a slow-moving vehicle yet impossible to pass due to safety considerations. A project like this would give a much-needed boost to the economy in all parts of the state as well as saving lives through safer driving conditions.
