The deaths of seven people in a March 22 fire at a Harlem apartment tower were caused by an inoperative sprinkler system and a poorly insulated trash chute, not Fire Department mistakes, a department preliminary report said. Fire Commissioner Joseph Spinnato said there was no evidence to support a New York Daily News report Sunday that Fire Department dispatchers laughed at frantic Schomburg Plaza tower residents who called for help, although he said some calls were handled in an abrupt fashion.
