RTD General Manager John Dyer gave the Southern California Rapid Transit District high marks across the board in issuing a final monthly report card on the progress of plans to improve service at the transit agency. Using a school teacher’s grading method, Dyer gave himself and his staff a dozen A’s for RTD services ranging from employment practices to bus safety during the month of July. The lowest grades he gave were a B for “service quality, cleanliness and neatness” and a C for “operating costs.” In the last of six such reports to RTD directors, Dyer called the July record “exceptionally good.” Although crime on RTD buses increased slightly that month, Dyer said no grade was given in that category because the district failed to receive the $200,000 it had requested for additional police. He also announced that a panel of transit managers from other cities will visit Los Angeles next week to review his overall findings.
