The parents of a 6-month-old infant found dead Thursday in a stolen van on South Mollison Avenue have been arrested on suspicion of felony child neglect, said a spokesman for the El Cajon police department.

“Information we received indicated the parents had been asleep about 14 hours before the mother woke up about 11 a.m. and found the child unresponsive,” he said.

The El Cajon Police Department’s crimes against children detail was called to the scene and found Timothy Joseph Parr dead inside a cardboard box.

“It appeared the baby had been dead for several hours,” Lt. Randy Narramore said.

An investigation revealed that living conditions in the van were inadequate for the child and consequently the parents were arrested on suspicion of felony child neglect, auto theft and possession of narcotic paraphernalia, Narramore said.

“Several needles and syringes, more commonly called ‘hype kits,’ were found inside the van along with booklets pertaining to the manufacture of methamphetamine,” Narramore said. “Ironically, the booklets were being kept inside a Bible,” Narramore said.

Leslie Ann Parr, 20, was booked in the Las Colinas County Jail for women.

Timothy David Urbina, 20, was booked at County Jail downtown.

At the time of his arrest, Urbina had $20,000 in outstanding warrants for failing to appear in court on charges of possessing narcotics and stolen property, Narramore said.
