The Pasadena Board of Directors has appoved one of the largest housing developments ever proposed in the city.

By a 5-to-2 vote before a packed crowd of angry residents, the board Sunday approved a modified plan for the 184-home Rose Townhomes project, 16 fewer units than the developer, Calmark Development Corp., had originally proposed.

Residents, who have complained that project is too dense for the 16-acre site, have vowed to being the issue to a citywide vote. City Clerk Pamela Swift said opponents will need to gather about 7,000 signatures of registered voters to force a referendum on the issue.
