The 3,000 American Federation of Teachers delegates convened in San Francisco have re-elected Albert Shanker to his eighth two-year term as president of the 677,000-member union. Shanker was unopposed. The delegates heard a ringing defense of public schools by Paul Starr, a sociologist and Pulitzer Prize-winning author. Starr denounced the idea of giving parents vouchers to “buy” education at public or private schools. He called vouchers “a recipe for inflation,” and charged they would bring further racial isolation and stratification in the schools.
