The two men were on the southbound side of the highway near Palisades Drive, heading for a bar in the Capistrano Beach area, when they were hit by a sedan driven by a 22-year-old San Clemente woman, Daily said.

“They were just walking across and didn’t see the car coming,” Daily said. “She didn’t see them and didn’t have time to react.”

The driver was not cited, Daily said, and the incident was being classified an accident.
