PHILADELPHIA — Residents frustrated by the city’s failure to clean up their impoverished north side neighborhood flipped some abandoned cars over and pushed others into intersections, and one of the 23 vehicles caught fire, police said. No injuries were reported.
Residents took to the streets in a frenzy Saturday when city trash trucks drove by without picking up garbage from a cleanup effort.
