Mental Test Ordered in Hit-Run Case
Arraignment for a man charged with murder in a hit-and-run crash on Pacific Coast Highway in Malibu was postponed by a judge Tuesday until psychiatrists can determine the man’s mental competence.
Brian L. Harlow, 28, taken into custody early Saturday after strolling nude through the Chart House restaurant, was ordered by Los Angeles County Municipal Judge Lawrence Mira to appear Feb. 15 for a Superior Court competency hearing.
Harlow, who is charged with one count each of murder, vehicular manslaughter, auto theft and two counts of hit-and-run driving, was ordered held in lieu of $1 million bail.
Nate L. Kulka, 22, a recently discharged sailor from Norfolk, Va., who was a passenger on a motorcycle, was killed when a stolen pickup truck allegedly driven by Harlow rear-ended the bike. The pickup driver then fled and pulled into the Chart House parking lot.
