While officials from Brazil and Chile traded accusations, soccer’s governing body struggled to make a decision on Brazil’s controversial 1-0 victory in a World Cup qualifier Sunday.

With 22 minutes left in the game at Rio de Janiero, a fireworks rocket thrown from the crowd of 160,000 landed near Chile goalkeeper Roberto Rojas, who was taken off the field covered with what appeared to be blood. Brazil officials said the injury was either faked or self-inflicted.

Chile walked off the field after the incident and Brazil was given a 1-0 victory by referee Juan Carlos Loustau of Argentina.

Police detained Rosemary Melo Nascimento, a 24-year-old secretary who reportedly threw the flare.

“I didn’t mean it,” she was quoted. “I didn’t even know what would happen when I pulled the string.”
