Orange County arts institutions aren’t ready to announce projects they’ll present in October’s “Festival of Britain 1990,” despite early projections that the announcements would be made last October. Organizers of the 17-day British consumer goods promotion and arts festival, to be centered at South Coast Plaza, insist that planning is on schedule, however. Initial projections may have been too “optimistic” but “most participants have developed a project” and are finalizing details, reports John Houlton of the British consulate in Los Angeles. A festival executive director and funding sources as well as cultural projects will probably be announced within two months, Houlton said.
