CAR POOL: Since the signs went up threatening a $246 fine, car-pool lane cheating in Orange County has declined, says the CHP. . . . So has driver deception. . . . “We’ve had hearse drivers claim the dead body is the passenger,” said Sgt. Jerry Ellison. “We’ve had pregnant women claim the fetus was a passenger. We’ve had people use mannequins, put hats on balloons, put dolls in child car seats.” . . . Few complain when caught, he says, and “we bring in the evidence for a good laugh.”
