BRRRR! The county’s job market this winter may get as chilly as the winds, according to the latest survey of local employers. . . . Uncertain over the direction of the economy, about 15% intend to add personnel, but an equal number plan cutbacks, says temporary-help agency Manpower. Two-thirds of employers plan no changes at all. . . . A year ago, 18% planned to hire and only 5% planned cutbacks.
