Monrovia : Mobile Home Park Dispute
The 2 1/2-year legal battle between the city and owners of Park Santa Anita mobile home park reached a stalemate Tuesday after an attorney representing the park angrily refused to file a new report on the impact of the closure on the park’s mostly elderly residents.
The city has rejected two previous reports as inadequate, but attorney Michael Spata told the council that he will not submit a new one. He contended that the city’s ordinance governing the closures of mobile home parks is unconstitutional.
The council Tuesday voted 5 to 0 to amend its park closure law to allow the city to bill property owners for city-commissioned relocation reports. However, it stopped short of ordering a report in this case.
Owners, whose lawsuit against the city is pending, want to close the park in order to develop the site. They have offered to provide relocation money to residents, but the city is trying to increase the amount of compensation. No date for closure has been set.
