BOWL FEVER: In today’s Orange Bowl (5 p.m., NBC), watch for Joe Garten, two-time All-American offensive lineman for the No. 1-ranked Colorado Buffaloes, who play No. 5 Notre Dame. Garten entered Valencia High in Placentia at 5 feet, 10 inches and 190 pounds but in his senior year blossomed into a 6-foot-3, 235-pound lineman moving opponents around at will. . . . Also likely to see action is freshman running back Derek Brown of Nebraska, a Servite High grad. Brown was Southern California’s top high school player in 1988. Nebraska plays Georgia Tech in the Citrus Bowl today (10:30 a.m., ABC).
