A bill requiring the NCAA to observe legal due process was signed into law by Nevada Gov. Bob Miller, and similar legislation was passed by the Kansas senate. The Nevada measure requires the NCAA to observe legal standards in investigating and punishing college coaches and athletes, particularly UNLV’s basketball team and Coach Jerry Tarkanian.
Tarkanian engaged in a long legal battle with the NCAA over due process after UNLV was placed on probation in 1977. The case went to the U.S. Supreme Court, which ruled that the NCAA, as a private agency, doesn’t have to provide due process.
In Topeka, the Kansas state senate passed without dissent a bill similar to Nevada’s, then sent it to the state house of representatives.
