The Region : Land Annexation Delayed

A Los Angeles County agency on Wednesday sidetracked a proposal to annex 52 acres of land to Covina, saying it first must determine which of four nearby cities has the greatest claim on the unincorporated property and land around it.

The Local Agency Formation Commission, a seven-member board that handles annexation matters for the county, indefinitely postponed a vote on the annexation. Former Diamond Bar Councilman Gary Miller is buying most of the property and wants to build a gated community of 40 luxury homes there.

Miller has asked the commission to annex the land and six homes to Covina, where his close friend, Chris Lancaster, is mayor. But LAFCO’s study will evaluate whether Walnut, West Covina or San Dimas has greater claim to annex the property and surrounding land.

The site is located along the San Bernardino Freeway.
