Pomona : Firm Hired to Analyze Fees

Reversing an earlier decision, the City Council by a 4-3 vote has agreed to hire Management Services Institute to analyze the fees charged for city services.

The city will pay $195,000 for the study, plus an additional $105,000 over three years if the study produces at least $500,000 a year in new revenue. The study is designed to compare the costs of providing services, such as building inspections, with the fees charged. The goal is to provide information that will enable the City Council to raise fees where warranted.

Council members Tomas Ursua, Nell Soto and Willie E. White voted against the proposal, arguing that the city could analyze many of the fees on its own and save the cost. But Councilman Ken West said the city staff lacks the time and expertise to do the work.
