NEIGHBORLY: Some Laguna Beach folks might soon be seeing each other on the sidewalk at unusual times. . . . Beginning next week, water will be disconnected at some homes just off Coast Highway because of major sewer repairs. That will mean no showers, dish washing or toilet flushing for 15-hour periods. To ease the frustration, the city will set up portable toilets for neighbors to share. Each block will have a “men’s” and “women’s.” “It’s an inconvenience, no question about it,” says city engineer Russ Cox.
