SNARL TAMERS: County transportation officials say they’re pleased at the success of incentives aimed at getting cars out of the construction zones on the Santa Ana and Riverside freeways. Offers include free gasoline vouchers, free bus tickets and discount rail passes for people who sign up to share rides during peak hours. The result, since April, 1990: 1,770 fewer vehicles on the road daily and almost 600 new car and van pools formed. . . . “It’s well beyond our goal,” says spokeswoman Mona Ziada.
