ORANGE : Water-Conservation Program Rescinded

The city’s year-old mandatory water-conservation program was rescinded this week by the City Council, which cited successful cutbacks in usage and an increase in the water supply as reasons for lifting the restrictions.

The council has reinstated a voluntary conservation program for residents.

Water Manager Joel S. Wright said the mandatory program, imposed in April, 1991, was no longer necessary because residents and businesses in the city had cut water usage by 11%.

Wright also cited rainfall in Orange County at 120% above normal levels this year and a significant snowpack in the northern Sierra Nevada as reasons for returning to a voluntary program.

State water officials have informed the Metropolitan Water District--which supplies water to the city--that the state can deliver 45% of MWD’s requests, up from 20% projected earlier.
