NORTH HOLLYWOOD : Suspect Arrested in Shootings, Rape

A man suspected of shooting two people in North Hollywood, then abducting and raping his girlfriend, was arrested after a three-hour standoff with police at a West Los Angeles apartment, authorities said.

Troyal (Troy) Lee Sims, 24, a Los Angeles city parking enforcement officer, was talked out of the house in the 3300 block of Castle Heights Avenue at about 10 p.m. Sunday by members of the Los Angeles Police Department SWAT team, authorities said.

Police said Sims went to a house in the 11000 block of Hesby Street in search of his estranged girlfriend about 2:30 a.m. Sunday and shot at several people, hitting a 24-year-old man and a 28-year-old woman.

Detective J. Castillo said Sims then found the girlfriend at a nearby house in the 11000 block of Otsego Street, took her to Santa Monica Beach near the pier and raped her. After returning the woman to North Hollywood at about 6 a.m., Sims called police Sunday evening from the Castle Heights location and said he had shot two people. Police traced the call and found Sims barricaded in the apartment with a gun.

The standoff began about 7 p.m. and ended three hours later, Castillo said.

Sims, who is being held without bail, was scheduled to be arraigned today on four counts of attempted murder and one count each of kidnap and rape.
