FOURTH DOWN?: Football at Cal State Fullerton took another hard hit Thursday with Coach Gene Murphy’s announcement that he is retiring after this season (C1). . . . With major cuts in the university’s athletic budget, there has been much speculation that Titan football will be downgraded in 1993 or dropped altogether. Murphy, 53, has been the program’s one constant since 1980. . . . While their record was 2-9 last season, the Titans under Murphy were Pacific Coast Athletic Assn. champs in 1983 and finished 11-1 in 1984.
