FLOWER VALLEY? Fountain Valley City Councilman George B. Scott is bothered about all the vacant gas stations that he says make the city look bad. Some have weeds, others have fences falling down. . . . Scott’s pushing a plan to do something about it: have civic groups adopt lots and clean them up, even plant some flowers. Says Scott: “We need to make Fountain Valley as beautiful as possible.”
