William Bugge, 92, the former highways director who supervised construction of Puget Sound bridges in Washington and was project director of San Francisco’s Bay Area Rapid Transit system. As head of the Washington Department of Highways from 1949 to 1963, he helped to lay the groundwork for the nation’s interstate freeway system. He oversaw the building of the Evergreen Point floating bridge, the second Tacoma Narrows Bridge and the Hood Canal floating bridge, which was named in his honor in 1977. From 1963 to 1975, he directed the construction of the BART system. On Nov. 14 in Olympia, Wash.
