SEAL BEACH : Council to Rule on Cafe Entertainment

The City Council will likely decide Monday whether a popular Main Street eatery can provide live entertainment at night.
Last month, the Planning Commission voted unanimously to grant Papillon Restaurant’s request for an entertainment license.
But a resident, Reva Olson, appealed the decision on the grounds that the commission didn’t fully consider how the entertainment would impact the surrounding community.
Councilwoman Marilyn Bruce Hastings also filed an appeal, saying that any decision on the issue should be made by the City Council.
If the council approves the license, Papillon would be allowed to have a single entertainer perform from 7 to 11 each night of the week. The entertainment could not be amplified and patrons would not be encouraged to sing along or dance. Acceptable forms of entertainment would include a pianist, violinist, harpist or guitarist, Planning Department officials said.
The issue is part of a larger debate in over night life on Main Street. Some residents have complained about parking and noise problems they claim are caused by patrons roaming through their neighborhood.
