BETTER DAYS? Tammy Brown, co-owner of Newport Beach’s California Job Connection, an employment firm that specializes in women and minorities, has high expectations from President Clinton. Under Bush, she says, the federal goal of 5% procurement contracts allotted to women and minorities fell as low as 2%. . . . “I think we’ve finally got a national leader with commitment,” she says. Her father, Clifford Brown, who had been on a small business panel for Bush, attended inaugural events to remind Clinton’s people of their promises.
