WELCOME WAGON? Here’s a sure way to rile a community: Put in a 50-bed work-release center. For county supervisors, it’s a no-win proposition today; they’re scheduled to pick a site for a new work furlough program for low-risk offenders--to relieve overcrowded jails here. . . . Sites under consideration are in Costa Mesa, Westminster and Santa Ana--but officials won’t say exactly where. Explains probation officer John Robinson: “Without a board decision, it’s premature to get people all excited.”
