FREEWAY TV? They’ll be watching you soon. . . . County transportation officials are planning to install closed-circuit television cameras along strategic freeway spots in Orange County. The purpose: To monitor speed, check on accidents, help stranded motorists and catch graffiti artists. County transportation staffers were impressed recently with such a camera in Moreno Valley. It can tilt, pan or zoom with a range up to 1.25 miles. Ten experimental cameras could be in operation locally by July.
