BALDWIN PARK : Ex-Councilman Sentenced in Drunk Driving Case

A former Baldwin Park councilman who allegedly told arresting officers he hoped they would get shot, has been fined $1,130 and placed on three years probation for driving under the influence of alcohol and disturbing the peace.

Herschel Keyser, 61, pleaded guilty this week in Citrus Municipal Court in West Covina to two misdemeanor criminal charges arising from an arrest in 1992. He also was ordered to complete a 90-day, first-time offender’s drunk driving program. In addition, Keyser was sentenced to two days in jail but received credit for an overnight incarceration when he was arrested and will not serve any additional time.

The arrest sparked an outcry from Baldwin Park police, who called for Keyser’s resignation because of obscene comments, threats and anti-police statements he allegedly made during his arrest. He later sent a letter of apology to the city’s police officers. He was defeated in his April 14 reelection bid.
