All city, county and federal offices are closed. State offices will be open. City offices in Newport Beach will be open until noon. City offices in Garden Grove, La Habra and San Clemente will be closed through Jan. 2. County, state and federal courthouses are closed. City and county libraries are closed: The city of Newport Beach library system will be open 9 a.m.-1 p.m. Banks and savings and loans: Most are open 9 a.m.-3 p.m. Call to verify hours. Pomona Bank will be closed. Schools, colleges and universities: Closed through Jan. 2. Mail: Mail delivered on regular schedule. Post offices will be open but hours may vary. Trash: Trash will be collected on the regular schedule. Buses: OCTA buses will run on regular holiday schedule. Parks: All city- and county-run parks will be open during regular hours.
