MANHATTAN BEACH : Proposal for Pool Hall Rejected

Plans to open a billiard parlor in the northern part of town died before the Manhattan Beach City Council on Tuesday.

Developers wanted to convert a former liquor store at 4005 Highland Ave. into Manhattan Beach Breakers, an upscale pool hall featuring 12 tables, two game areas and an adjoining restaurant.

After the Planning Commission objected to plans to serve liquor and keep the pool hall open until 2 a.m., developers scaled back the project, proposing to serve only beer and wine and promising free valet parking.

The changes were not enough to satisfy council members, who had heard neighborhood residents complain of noisy, unruly customers patronizing area taverns. The vote against it was unanimous.

“I think this is an excellent project, but it’s in the wrong place,” Councilman Steve Barnes said.

Developer Mark Kyle said he and his partner had “bent over backward” to meet the city’s concerns and have not decided whether to find a new location.
