FACING OFF: A tagger who spray-painted a high school will be among the speakers at a victim/offender gathering tonight at Chapman University, along with one of the school’s officials . . . . The Victim Offender Reconciliation Program, a private group in Orange, is marking at the event its 1,000th case of bringing together criminals and their victims. But program director Mike Niemeyer says the discussions will be low-key: “People are just going to tell stories. We aren’t going to editorialize. Just let the audience take them for what they are.”

MOSCOW CRUSH? Striking a more convivial tone as he continues his visit to Russia (A9), former President Richard Nixon reminisced about his previous stays in Moscow, not to mention time spent on Southern California highways. At a reception on Thursday, he noted that traffic is much fiercer than when he stayed in the Kremlin as the guest of Soviet leader Leonid I. Brezhnev. “It’s worse than the Santa Ana Freeway,” he said.

ART LESSON: Local artist Emigdio Vasquez is known for his many outdoor murals in the Anaheim area depicting daily barrio life. But you can also see what matters to Vasquez through his current 25-painting exhibit at the Anaheim Museum, which will run through March 19. Several of those pieces, which range from $600 to $3,000, have already sold. Says the museum’s Darrell L. Ament: “Mr. Vasquez’s paintings remind me of the rich cultural diversity of Anaheim’s history.”

JUNIOR TEE OFF: Every year the major golf companies band together for a major convention in Anaheim, to promote the latest in equipment and apparel and the game itself. This year’s three-day event, which starts this afternoon at the Anaheim Convention Center, is trying for a wider audience. It will include a Saturday afternoon seminar for junior golfers. Among the hosts: Teen-agers Ted Oh of Torrance, who played in last year’s U.S. Open, and Kellee Booth of Coto de Caza, the current junior women’s champ.
