NORTHRIDGE : Shopping Center Wins Approval

The Los Angeles City Council gave final approval Tuesday to a $50-million, 250,000-square-foot shopping center in Northridge, despite an appeal by neighbors who want limits on the operating hours of a proposed supermarket.

The council’s unanimous vote gives the go-ahead for construction of a 51,000-square-foot Vons supermarket, 24,000-square-foot Spectrum Club health club and 40,000-square-foot Linens N Things bed and bath store at Shirley Avenue and Plummer Street near Northridge Fashion Center.

The proposed 9.6-acre shopping center will also have a three-story parking lot with more than 1,200 spaces.

Jeffrey Kapor, on behalf of neighbors, had appealed the project to the City Council, hoping that the proposed 24-hour supermarket would be required to close at 11 p.m. daily. But no neighbors testified at Tuesday’s meeting.

Councilman Hal Bernson, who represents the area, said that Kapor’s appeal had no legal grounds and that the council was not permitted to vote to change the store hours.

A spokesman for the developers, Northridge Pavilion Associates, said they are hoping to get permits within 30 days and complete construction by the fall of next year.
