LONG BEACH : Residents Succeed in Bid to Stop Plant Project

Residents of a North Long Beach neighborhood have won their lengthy battle to stop construction of an asphalt recycling plant on Paramount Boulevard.

With a unanimous 8-0 vote Tuesday, the City Council denied the appeal of Ecopave California Corporation, which sought to put a heavy industrial plant in a light industrial zone at 6150 Paramount Blvd. Councilman Evan Anderson Braude was absent for the vote.

The final decision brought cheers and applause from about two dozen audience members, who had been fighting the asphalt plant for more than six months. Neighbors complained that Ecopave would increase air pollution, dust and heavy truck traffic near their homes.

An alternative site for Ecopave at 1642 E. 32nd St. is still being considered. The site was suggested by city staff, but is also in a light industrial area. Steve Vance, the main Ecopave proponent, said he would continue negotiating with the city to find a workable home for his proposed business.
