Raiders Start With Only One Pick : Pro football: Camp opens without five of six selections; Montoya expected to return.

Several players expected to report did not, one player not expected to report apparently will and one player not expected to be much of a factor at all has been given new life.

On opening day of the Raiders’ training camp, all of the action took place in the coaches’ offices where depth charts and salary negotiations were the order of business.

The action on the field begins this morning with the start of two-a-day workouts for the team’s new faces and selected veterans.

Missing, however, will be five of the club’s six draft choices, none of whom have signed. Only linebacker Rob Holmberg, the team’s final 1994 pick, has signed. The seventh-round selection out of Penn State will be on the field today.

No serious problems are anticipated with the other five since the total amount the Raiders can spend on rookies this season under league rules is $1.7 million. And with other salary cap considerations to worry about, they might not even go that high.

As the No. 1 pick, linebacker Rob Fredrickson is expected to receive somewhere between 40% and 60% of the allowable total.

Once that happens, the others should fall in line. The Raiders hope to have them all in uniform this week.

On Friday, the veterans are due to report. Guard Max Montoya, thought to have retired after last season, is expected to be among them.

That’s certainly not what the Raiders thought when they signed free agent guard Kevin Gogan away from the Dallas Cowboys.

“I expect to see him on Friday,” said Coach Art Shell of the 38-year-old Montoya, a 15-year veteran. “I think the wife and kids are probably kicking him out. He can still play. He can still help us.”

Although he didn’t help as much as expected last season at tailback, Nick Bell is back at a new position, getting a tryout at tight end. Last year’s starter, Ethan Horton, left to join the Washington Redskins.
