A summary of selected Los Angeles City Hall actions last week that affect the Westside.

CITY COUNCIL

* SYMPHONY IN THE PARK--Approved the closure of Stanley Avenue between Third Street and Beverly Boulevard from 3 to 6 p.m. today for a free symphony concert at Pan-Pacific Park. About 1,000 people are expected to attend a performance by a 40-piece orchestra that will feature the works of Puccini, Haydn, Ravel and Copland.

* ASIAN LAW ENFORCEMENT ASSN.--Instructed the city attorney to prepare an ordinance that will allow the Law Enforcement Assn. of Asian Pacifics to have voluntary employee payroll deductions. The organization, which is active in recruiting police officers, is based in Southern California and the majority of its members are from the Los Angeles Police Department.

* MULHOLLAND CLOSURE--Directed the Department of Transportation, with assistance from the LAPD and the Santa Monica Conservancy, to close the unimproved portion of Mulholland Drive between Encino Hills Road and Canoga Avenue on July 4 from 6 p.m. to midnight to help prevent fires caused by fireworks.

* BUSINESS TRAINING--Approved a contract with the state Department of Rehabilitation to give disabled people training in computers and other skills to help them establish or retain small businesses. The contract calls for the state to provide $60,000 to the city, which will train 10 disabled individuals. Cal State Los Angeles has donated space, computer network installations and technical assistance, and IBM has provided computer hardware and software valued at $300,000.

HOW THEY VOTED

* GRAFFITI WIPEOUT--Approved two projects that will include a tree-planting campaign and a major anti-graffiti plan. The council granted $299,000 to “These Walls Belong to the Future,” a project contracted with the Los Angeles Free Clinic and the Hollywood Beautification Team to wipe out graffiti near schools. Passed 13-0. Voting yes: Marvin Braude, John Ferraro, Ruth Galanter, Jackie Goldberg, Nate Holden, Mark Ridley-Thomas.
