Emigdio Vejar was the first judge of the San Juan Capistrano District in 1838, when it was under the jurisdiction of Mexico.
With no courtroom or office, Vejar held court while sitting on his horse. By the time he moved from town in 1846, Vejar had a courtroom at what is now El Adobe restaurant at 31891 Camino Capistrano.
