San Gabriel Valley : Council to Cite Project Delays as Health Hazard

The Arcadia City Council has found a new way to battle its contractor over delays in the city’s downtown renewal project: declare the delay a threat to public health, suspend the construction managers and their striking workers and hire someone else to complete the job.

City officials are expected at their meeting tonight to say that further delays on the $6-million project, caused by the work stoppage, will postpone completion of “Downtown 2000” until after the arrival of October rains--potentially turning the city’s main thoroughfare into a dangerous cesspool.

A health hazard is one way the city can legitimately break its contract for the work, city officials said.

“We’re exploring every avenue to help get this project finished for our citizens and merchants,” said Mayor Pro Tem Barbara D. Kuhn. Sully-Miller Contracting Co. was scheduled to complete the Huntington Drive phase of the project by Oct. 4, when thousands of cars will descend on the city for the Oak Tree racing week at Santa Anita Park.
