CONTRACT POWER: In a move that significantly extends Pasadena City Manager Phil Hawkey’s power, the City Council gave preliminary approval to an ordinance late Monday that would allow him to approve contracts of up to $75,000--an increase of $50,000.

Hawkey called for the change as part of reforms he is advocating in City Hall to reduce costs and bureaucracy and increase customer service. He said one City Hall employee had to spend half his time administering the 101 contracts valued between $25,000 and $75,000 that were presented to the council last year.

“This element is part of a large package that will result in $1 million in savings by next June,” Hawkey told the council.

Vice Mayor Chris Holden, who was absent Monday, has opposed the increase, citing fears of abuse.
