Board Rejects Parole for Triple Killer
A parole board Thursday, after hearing from a retired San Diego County prosecutor, rejected the parole application of triple killer Joseph Bernard Morse and set his next hearing for five years hence, the maximum delay permitted.
A three-person panel of the Board of Prison Terms, headed by retired San Diego police officer Tom Giaquinto, decided that Morse was not suitable for parole because he has not cooperated with prison authorities by seeking psychiatric treatment.
Morse, 52, has been incarcerated since 1962 when he confessed to murdering his mother and 12-year-old sister. In 1964 he confessed to strangling a fellow San Diego jail inmate.
Retired prosecutor John A. Hewicker II has handled the Morse case since 1969 through retrials, appeals and parole hearings.
