City Crime Rate Dropped in 1996

An increased commitment to public safety is paying off, City Council members said this week in announcing that the city has had a significant decrease in crime over the past year.

According to new statistics, 2,189 crimes were reported citywide in 1996. That compared with 2,653 incidents reported for 1995.

“I think it’s great,” said Lt. Paul Sullivan, chief of police services. “It shows a concentrated effort that’s occurred over the last several years.”

Sullivan attributed much of the decline in crime to the city’s strong commitment to public safety. Since 1991, the City Council has increased the police services budget by 51%, even though the city’s overall budget has fallen by 12% during that time.

Sullivan said the added funds have been used for more foot and bike patrols and to develop crime prevention efforts like the community policing program.

The three-member community policing team focuses on high-density, at-risk and gang areas, working closely with the community to establish positive relationships.

The team also works with homeowner associations, schools and organizations like the Boys and Girls Club of Capistrano Valley to help keep streets safe and to steer children away from trouble.

“If ’97 stats match ‘96, then I’ve got to say we’re making headway,” Sullivan said. “I hope it continues.”
