Council Will Hear Development Appeal

The City Council today will consider an appeal of a decision by the Planning Commission that allowed construction of a school, church and office building on Santa Ana Canyon Road.

Councilmen Tom Tait and Bob Zemel asked for a public hearing. The project, west of Fairmont Boulevard in the hills area, was originally approved in 1994.

Zemel said he has several concerns about the development, including the design of the buildings, whose attics are regarded as an unwelcome third story. Area residents have objected to the height and design of the buildings.

Residents also have said that the height of the buildings does not fit in the neighborhood of single-family homes and may result in the loss of privacy. And they have raised questions about potential noise from the Montessori School.

Bart Allen, whose home is next to the school, said residents want the buildings cut down to two stories to conform with the neighborhood.

The Planning Commission in April imposed a number of restrictions, including limiting the hours and use of the school playground closest to homes, requiring that windows in the attics be covered, and allowing the attics to be used only for mechanical equipment.
