Gerald Silver’s concern for the water supply (“Removing Reservoirs From Service Ill-Advised,” June 6) would be touching if it were not for the fact that he has spent at least 20 years frustrating the Department of Water and Power’s continual efforts to meet federal water quality standards by covering or closing Encino and Stone Canyon reservoirs.

Silver is the perpetual president of Homeowners of Encino, whose primary interest in these reservoirs is to preserve their scenic view.

As a result of this NIMBYism, people living below the reservoirs have had to contend with higher concentrations of chlorine to combat contaminants, and the DWP has been subject to heavy fines from the federal government, affecting the water rates of all customers.
