Pet Licensing
The hearing on raising licensing fees to $100 per unaltered dog plus a $100 breeders fee exposed the failure of the City Council.
Councilperson after councilperson stated that the Department of Animal Regulation had failed to enforce laws, that the council had for years neglected the problem and cut funding. The department routinely fails to enforce leash law violations, breeding permit regulations and abandonment statutes.
The solution? A new tax. The fees go to the general fund, allowing the City Council to continue its fiscal mismanagement with no assurance that the problem will be solved.
The citizens of Los Angeles deserve better.
