The city’s mayor pro tem announced Friday that he will not have any role in determining whether two portions of Aliso Viejo should be annexed by Laguna Hills.

Randal J. Bressette said he is handing over his vote on the Local Agency Formation Commission of Orange County to alternate member Tom Harman, a Huntington Beach councilman, until the matter is resolved.

“Nobody has formally asked me to step aside,” Bressette said. “But I don’t want to taint the discussion.”

Bressette said it was becoming clearer that his dual roles as a Laguna Hills councilman who voted to annex the land in November, and as a commissioner representing all South County cities, was clouding the issue.

The agency, which oversees the formation of cities and annexations, will vote Aug. 18 on the 340 acres of homes, a park and the Aliso Viejo Plaza, which Laguna Hills has applied to annex.
